Take a gander at the underlined phrase in the article, consider how gender/sexual discrimination could possibly relate to war funding, and think who attached the bills to begin with.

If the legislation is passed once and for all, it eliminates an item from their list of platitudes in campaign speeches. The Republican and Democrat parties are strange bedfellows, and they exploit these vain matters in an effort to maintain the illusion that they are divided.
It's all they have going for them in their battle against third parties cutting themselves a substantial piece of the money pie. The majority of Republicans in office are liberals, and the majority of Democrats are Socialists. Your choices are dumb and dumber within the present monopoly.
