All horses reach breeding age at 2 years 6 months old. However, to get the best foals possible, there are a couple of points to bear in mind.
Until you pass Riding Level 4, you won't be able to view your horses GP or BLUP.
Breeding a horse with a low BLUP will give you inferior quality foals. The best time to breed is with a horse of +100 BLUP. I know this seems an awfully long time to wait, but your foals will benefit immensely from this, and you will be able to sell them for more, or breed them in turn to create an even higher GP.
The GP to aim for is 350+, your foundation horse (the one you started your account with) will have started at 350GP, and the amount of playing you do with the foal in its first two years will raise this. For example, Eve's GP is 350.28. Hyperion's is 350.35.
I made the mistake of breeding Eve far too early, and her foals had a GP of 347, which in turn will produce worse quality foals.
